C-10 La Crosse Tribune, Thursday, December 13, 1990 Obituaries Hometown ARRANGEMENTS Winona County goes to court over garbage incinerator costs signed contracts to send their trash to an incinerator in La Crosse after the project was stalled in court battles between Winona County and the city. The tipping fees from Wabasha and Houston counties trash were to have paid for costs associated with the development of the incinerator. Both counties say they owe nothing. We dont feel we owe that type of money, said Wabasha County Board chairman Leon McNee. The differences will have to be settled in court, he said.

Houston County Board members said that Winona County has no case against them. Winona County says, even though there were no signed contracts, from the beginning there was implied consent the counties would pay for development costs, said Assistant Winona County Attorney Ann Merchlewitz. The counties have 20 days to respond to the com plaint. By JUUE FORSTER Winona Daily News WINONA, Minn. Winona County has turned to the courts to get more than $400,000 it says Houston and Wabasha counties owe for work on a garbage incinerator and recycling programs.

According to complaints filed in Winona County District Court Wednesday, Winona County has requested that Houston County pay $217,648 and Wabasha County pay $186,298. The Winona County Board directed the county attorneys office to take legal action when the two counties refused to pay. The money was for planning the incinerator, which has not been built, and $40,000 from each was for starting recycling programs in the other counties. Wabasha and Houston counties were planning to send their trash to the Winona incinerator but Chicagoan guilty of delivering cocaine to undercover agents SPARTA, Wis. A Chicago man was found guilty of delivering 33 grams of cocaine to undercover agents in Tomah last year in a hearing before a judge in Monroe County Circuit Court Wednesday.

Visiting Vernon County Circuit Judge Michael Rosborough found Anthony Naper, 22, guilty of delivering $1,400 worth of cocaine on Aug. 18, 1989, to officers working as part of an inter-agency drug investigation group that serves several Wisconsin counties. Chitwood, 21, who is serving a five-year prison term Car owners seek More than 100 La Crosse car owners filed stolen hood ornament reports with La Crosse police Wednesday after police announced about 190 ornaments were ready for identification by their owners. The car owners reported ornament thefts as far back as July, according to police reports.

In order for an owner to see the ornaments which were recovered by police through a Crime Stoppers tip a theft report has to be on file. Joyce A. Bott Joyce A. Bott, 58, of 4625 Mormon Coulee Road, La Crosse, passed away in her home Wednesday, Dec. 12, 1990.

She was born on Oct. 31, 1932, in La Crosse to Walter and Eileen (Hicke) La Point. She married Donald Bott on March 2, 1954, in Rochester, Minn. She had worked at the La Crosse Tribune for a number of years and later worked at Klein Insurance Group of La Crosse for 12 years, where she was a customer service representative in the Commercial lines department. She retired in June 1989.

In addition to her ex-husband, she is survived by four daughters, Kimberly (Robert) Billings and Kelly (Bernie) Seebauer of La Crosse, Teri Archiable of Ona-laska, and Wendy Bott at home; three granddaughters, Erin Stetter, Courtney and Brooke Seebauer; a grandson, Adam Archiable; her mother, Eileen La Point of La Crosse; three sisters, Yvonne (Dan) Clark of Madison, Sharon (Kurt) Bluske and Cheryl (Gary) Jiracek of La Crosse; three brothers, Terry La Point of Chesapeake, Rick (Carla) La Point of Onalaska, and Gary (Kathy) La Point of La Crescent, many nieces, nephews and cousins. She was preceded in death by her father; a sister, Sally McMullin; and a brother, Donald La Point. Funeral services will be held on Saturday, 11:30 a.m. in Schu-macher-Kish Funeral Home of La Crosse. The Rev.

Ted Dewald will officiate. Following the services, her body will be cremated, with burial at 1:30 p.m. Tuesday in Mormon Coulee Memorial Park Cemetery. Friends may call at the funeral home Friday from 6 to 8 p.m., and on Saturday from 10:30 a.m. until the time of service.

Harold C. Kramer Harold C. Kramer, age 77, of 923 Vine died on Tuesday, Dec. 11, 1990. He was bom in Oglesby, 111., on Dec.

11, 1913, to Edward and Edna (Wolf) Kramer. He is survived by a sister, Charlotte Eggers of Peoria Heights, 111., and a half sister, Mrs. Edward (Dorothy) Sonnenberg of Peru, 111. Arnold Forschler Arnold Forschler, 76, of Brownsville, died Tuesday, Dec. 11, 1990, in the Caledonia Health Care Center. He was bom May 24, 1914, in Brownsville to George and Clara (Dahms) Forschler. He married Pat (Corcoran) Forschler on Dec. 12, 1935.

He was employed as a truck driver by Gateway Transportation Co. for 41 years until his retirement in 1977. He is survived by his wife; a daughter, Kay (David) Schanus of New Prague, a son, Richard (Kari Breen) Forschler of Minneapolis; four grandchildren; two brothers, Robert of La Crosse and George of Tunnel City, a sister, Flora Roraff of Hartland, Wis. He was preceded in death by his parents; two daughters, Barbara and Mary; a brother, Don; and a sister, Vera. Funeral services will be held on Friday, Dec.

1906, in Hackensack, N.J., to George M. and Elsie (Hinds) Martin. She married Robert O. Smail, who preceded her in death Oct. 20, 1980.

She is survived by her son, Robert Smail Jr. of Onalaska; a daughter, Patricia Neal of Crystal Lake, five grandsons and two granddaughters; and three great-grandchildren. In addition to her husband, she was preceded in death by two sisters and one brother. Graveside services in Windridge Cemetery, Cary, 111., will be held at a later date. Dickinson Funeral Homes are in charge of arrangements. Oarence I.B. Jerman VIROQUA, Wis. Clarence LB. Jerman, 72, of 505 Meadowood Court, died Tuesday, Dec.

11, 1990, in the Veterans Administration Medical Center, Madison. He was bom Nov. 7, 1918, in the town of Sterling, Vernon County, to Alfred and Mabel (Runice) Jerman. He attended Sag City School and during World War II served in the U.S. Army in the Asiatic-Pacific Theater.

On June 17, 1947, he married Bonita Hoff in South West Prairie Lutheran Church, where he was a lifetime member, had served on the church council, and had been a deacon and a member of the cemetery board. They farmed on the Jerman home farm in the town of Sterling until 1978, when they moved to Viroqua. He continued to do farm work and was a carpenter. He also was a member of Run-ning-Johnson-Ray VFW Post 3032 and had been a member of the Vernon County Farmers Union Board and Sag City School Board. He is survived by his wife, Bonita; three daughters, Charlene (Michael) McClurg of Viroqua, Waneeta (Daniel) Everson of Oostburg, Lisa (Andrew Jr.) Henderson of Madison; six grandchildren; a sister-in-law, Bessie Jerman of Viroqua; and two brothers-in-law, Darrel (Ardith) Hoff of Watertown, Duane (Dana) Hoff of Viroqua.

He was Man accused of. defrauding Holiday Inn A rural Winona, man who allegedly ran up a bill for nearly $2,000 at a La Crosse motel was charged Wednesday with defrauding an innkeeper. Lyle B. Braun, 47, of R.l, Winona, stayed at the Holiday Inn, 539 Park Plaza Drive, from Nov. 6 until Tuesday when a motel employee learned that the man was unemployed and had no money, according to the felony complaint.

By Tuesday his bill for lodging, food and telephones totalled $1,980.77, the complaint said. When he registered at the motel on Nov. 6, he indicated that he was employed by a company involved in construction at the motel. However, when he was asked Tuesday to pay his bill, he admitted he did not have a job. A company representative told the Holiday Inn clerk Tuesday that Braun was dismissed from his job in late October, the complaint said.

The defense lawyer claimed Napers drug investigation was not handled properly and that poor records and confusing documents weakened the states case against Naper.

While Rosborough agreed that the investigation could have run more smoothly, he said the evidence against Naper was overwhelming. Napers sentencing date is tentatively set for Feb. 1. i stolen ornaments A total of 19 juveniles between the ages of 13 and 15 have been arrested in connection with the thefts, which police say took place in October and November. 1 Sgt.

Greg Kloss said most of the car owners probably did not report the thefts immediately be-, cause the value of the hood ornaJ ments was less than the owners insurance policy deductibles.
